AT&T crippled upload speeds on their Atrix 4G & Inspire 4G

Is anyone experiencing really low upload speeds on the Atrix 4G or the Inspire 4G? I get around 200 kbps tops on upload speeds on my Atrix 4G while my wife's iPhone gets 4 to 10 times better upload speeds.
Anyone?
